Some of the Village Green Apartment buildings in James Bay could be replaced by a redevelopment of 137 six-story rental units, but the public will have a say first.

While Primex Investments hopes to bring 92 new net rental spaces to the corner of Menzies and Niagara streets, it has worked with tenants of 45 existing units that would be redeveloped.

By the end of February, two-thirds of these residents had already moved out. To date, the developer has paid just under $92,000 to 19 eligible residents of Victoria’s Tenant Assistance Program (TAP).

Primex said in a letter to council that 15 residents remain at the site, but eight will leave by the end of March and 14, who are eligible for TAP, are expected to receive more than $7,000 each. The one resident who is not eligible for TAP has been offered help finding housing by a relocation specialist, the letter says.

Primex is also allocating up to $30,000 — beyond TAP payments — for 15 residents identified as needing additional assistance.

While on March 10 council approved the development in open court, much of their discussion focused on potentially affected tenants. This led the council to pass a motion, presented by the councillor. Jeremy Loveday, for staff to continue discussions with Primex to give current tenants the right to revert to their current rent.

This approved motion was amended twice to allow for provincially authorized rent increases during the construction period and to limit its scope to tenants who needed additional assistance.

No public hearing date has been set for the project. Of the 137 units, the market rental proposal includes 89 bedrooms, 26 of which have dens and 12 are smaller spaces. It would also have 33 two-bedroom units, 14 three-bedroom units and a studio. A housing agreement will secure the site for rental housing for the life of the building.

An underground car park would contain 95 vehicle spaces, 10 visitor spaces and two car-sharing spaces – each unit receives a membership for the use of the two shared vehicles. A traffic study submitted to the city indicated that parking demand will be met by on-site spaces and that the development will not have a noticeable impact on local traffic. The proposed bicycle parking would exceed city requirements.

The plan calls for a net increase of 58 trees on the site, but 23 existing trees would be felled during construction.

The proposed six stories exceed the James Bay Neighborhood Plan limit of four, but city staff said the additional two stories were designed to suit the location.
